LUDE: I doubt this story, even though I have no specific information. Wuhan is not where nuclear submarines are built in China.
The nuclear fuel is given to submarines in a different port. And the missiles for such submarines are loaded in coastal base areas. Furthermore, Wuhan is far inland, along the Yangtze River, hundreds of kilometers from the sea.
There are shallow stretches along that river of only five meters.
How can a large submarine reach the sea along this river? I doubt this is a good place to build a nuclear submarine.
